A quarter (of something), is an item that has been separated into four equal parts. We can use this time to discuss: time, "a quarter of an hour" - one hour is 60 minutes, if I separate the hour into four equal parts, I will have 4 sets of 15 minutes, (15 minutes=a quarter of an hour); food, "a quarter of a cake" - I bake one cake, and I cut the cake into 4 equal pieces, allowing me and three friends to enjoy the yummy treat; finally a year, "a quarter of a year" - I have an exam every 3 months, so it happens 4 times throughout a year. Meaning I could also say, I have an exam every quarter.

Quarterly is used to describe something that is done 4 times a year, (every 3 months). It is very commonly used in business arrangements, or possibly when discussing housing related payments too.

I receive my electricity bill quarterly.

If I receive my electricity bill quarterly / every quarter, this means every three months, I receive the bill that I must pay to the electricity company. I receive this bill 4 times within a year. Some of my friends pay monthly, because they feel that the monthly amount is lower. When I tell them my quarterly bill amount, they find it incredibly high, - that is because my quarterly bill is for three months worth of electricity. The cost actually works out no different then if I paid monthly. However, I receive a quarterly bonus from my company. So I use this quarterly payment, to pay my quarterly bills. Meaning my regular monthly salary can be used for other things.

"The monthly newsletter will transition to being a quarterly newsletter, due to the rising costs of production".
"My dentist recommends quarterly check-ups to make sure my teeth stay healthy and white".

"My landlord travels a lot, and so we agreed upon a quarterly payment schedule that is suitable for both of us".
"The CEO of my company spends very little time in our branch, she is usually at HQ. I'd say she makes a quarterly visit to check on everything, and then we don't see or hear from her for 3 months".

So is quarterly an adverb or/and an adjective?

We can use 'quarterly' as both an adjective, "a quarterly newsletter" and as an adverb, "the bonus will be paid quarterly".

It can also be used as a noun to refer to a magazine or newspaper that is released only 4 times per year / every 3 months.
"Have you read the front page of the quarterly yet Steve?" - Dave
"No, but Sandra told me it's much more interesting than the front page of the last quarterly". - Steve
"Huh, that was months ago, I don't even remember what the story was". - Dave
"Exactly, so it can't have been very interesting then, right?" - Steve"

Here, we can see that they are referring to a magazine or newspaper as "the quarterly", a popular news source that is only released every 3 months.

To sum up, as long as something is done/produced/made/happens/occurs within 4 equal parts, it can be described as being done/produced/made/happening/occuring quarterly. I hope to increase the number of ways I can help students quarterly. Each quarter I will add a new method of helping my students learn English, he said....hopefully.
